CSA3 Seascape

CSA3 History

County Service Area 3 was formed in 1965 by the Santa Cruz County Board of Supervisors during the initial development of the Seascape community. It’s stated purpose was to fund and provide to the new community the following services not provided by the County: 

“Development and maintenance of:

                   · parkway facilities,

                   · street utility facilities, and

                   · drainage facilities.”

In 1970 and 1971, CSA3 services were expanded to include maintenance of two pedestrian walkways and stairways to the beach from Seascape Beach Estates, and a nearby storm drain. 

In 1994, the CSA3 was expanded again to include “security patrol” and “litter control” for the beach area below Seascape Beach Estates. 

There are approximately 1630 parcels in the CSA. The boundaries of CSA3 are shown in the adjacent map. The map can be downloaded in the "Minutes and Files" section.
